JEEPNEY PHASE-OUT EXPLAINED

In 2017, the Department of Transportation (DOTr) made headlines when it introduced the Public Utility Vehicle Modernization Program. The program has one goal : To phase out old and “inefficient” jeepneys for more environmentally friendly and upgraded units. While in hindsight the program may be well intended—its execution has detrimental effects.

Jeepney drivers and operators only have until Dec. 31 to file under the cooperative consolidation program. The consolidation program will put an end to individual franchising, essentially putting them under “one name.”

 

Although the Land Transportation Franchising and Regulatory Board (LTFRB) state that the consolidation program will give drivers ample time to transition to units that pass the standard,

There are still plenty of drivers across the country who oppose the consolidation program as they state that this will only be the first step for the jeepney phaseout— Eventually forcing them to buy units they cannot afford.

 

According to the DOTr, a modern jeepney costs P1.4 million to P3 million, which will undoubtedly place those affected by the program under insurmountable debt.
